Legislative Representation

PAC’s reputation in lobbying circles is for providing its clients with tireless and zealous representation. As a year-round lobbying firm, PAC covers any and all legislative events of relevance to its clients. During legislative sessions, PAC provides virtually gavel-to-gavel coverage with no less than three and often as many as seven staff working full time on legislative issues.

In providing lobbying services to clients, PAC follows a rigorous process which involves agenda setting, the development of issue-specific work plans and execution strategies.

PAC brings a uniquely focused approach to floor votes on legislation. PAC never assumes that any simple vote will go one way or the other. PAC always constructs a “hard” vote count so that it knows exactly what is needed vote-wise to prevail on any given issue. PAC will not go into any floor vote without knowing, with great certainty, what the outcome is likely to be.

Ballot Measure Campaign Management

Over the years, PAC has built an impressive record in managing successful statewide ballot measure campaigns. These campaigns typically involve uphill battles over complex and emotional issues. Many have been won by narrow margins.

PAC's fundamental approach to managing campaigns is to gather the best information possible about issues through survey research. PAC then utilizes this information to develop campaign strategies and themes that resonate with voters and then executes multi-media communications and grassroots efforts that reach and move the electorate. These elements, coupled with hard work, are the basis for its success.

Survey Research (THE NELSON REPORT)

The Nelson Report is the public opinion survey research arm of Public Affairs Counsel. The Nelson Report has conducted a wide range of public opinion surveys, and its role includes questionnaire design, field interviews, data tabulation, written analysis, and evaluation and an oral presentation of the results. The Nelson Report has been conducting public opinion research since 1980.

Data supported by decades of survey evaluation support meaningful decision making, program development, and communications.

Accurate survey research is an essential ingredient for the management and execution of a successful campaign and one of the keys to winning elections. Survey research also serves as a tool to help clients keep in touch with their community and help determine priorities and goals for the future.
