Jessica Chambers is the communications manager for Public Affairs Counsel. Prior to joining Public Affairs Counsel, she spent nine years as the director of communications at the Salem Area Chamber of Commerce, where she managed content and design for their publications and website. Her work earned multiple awards, including best overall communications program. She is a graduate of the Western Association of Chamber Executives Academy program, where she returned to teach the marketing and communications course for several years.
Director of Strategic Partnerships
Patrick Sieng is the Director of Strategic Partnerships and a lobbyist at Public Affairs Counsel. He previously was a lobbyist at the Association of Oregon Counties for 7 years. Patrick has worked on or managed political campaigns at the local, legislative, and congressional level for over 20 years. His first job at the capitol was as a tour guide and intern to then State Sen. Peter Courtney. He went on to serve as an aide to State Rep. Jean Cowan for five years. Patrick has also been a reserve police officer for over 10 years and is the current vice-president of the Oregon Capitol Club, the state’s professional association for lobbyists at the legislature.
Director of Grassroots
Jenny Dresler is the Director of Grassroots and lobbyist at Public Affairs Counsel. She previously served as Director of State Public Policy at the Oregon Farm Bureau, where she oversaw the execution of OFB’s statewide legislative agenda. She is also renowned as one of the state’s best advocates on natural resource issues. She began her professional career as an aide to U.S. Senator Roger Wicker (R-MS) in Washington D.C. She has a Bachelor’s degree in biology and a Master’s degree in environmental science with a focus on general business.
Director of Marketing and Communications
Dylan Frederick is the Director of Marketing and Communications for Public Affairs Counsel. Prior to joining Public Affairs Counsel, he managed a Salem marketing agency where he worked with businesses and organizations from all around Oregon. Dylan recently obtained a Master’s Degree in Strategic Communication from University of Oregon and draws on nearly 10 years of experience in political campaigns and public affairs in crafting data-driven communications and marketing strategies that drive impactful results for clients.
As Research Manager for Public Affairs Counsel, Hugh Ady draws on years of public policy experience to generate strategic insights for PAC clients. Before joining the PAC team, he served as a member of the legislative team for the House Minority in the Oregon Legislature.
Director of Operations
Alicia Givens has been with PAC since 2005, offering over ten years of project management expertise to lobby, survey research and campaign clients. Ms. Givens manages Public Affairs Counsel’s day-to-day operations. She also oversees scheduling, tracking bills during legislative session and preparing legislative reports. She’s the proud mother of her five year old daughter Addison Ray who also helps her mom manage the Public Affairs Counsel family.
Director of Survey Research
Since 2001, Melissa Martin has conducted survey research for The Nelson Report. She oversees questionnaire design, analysis and presentation of results to The Nelson Report clients. Ms. Martin is a respected industry professional who regularly presents at statewide and national conferences on the importance of survey research, understanding demographic profiles, and how to use survey research data to deliver specific messages to specific demographics.
Erin Murphy is the controller at Public Affairs Counsel. She has extensive experience, having previously served as the Chief Financial Officer for Oregon Business and Industry and currently serving with Oregon Association of Relators. For Public Affairs Counsel and its association clients, she is responsible for contribution and expenditure reports, accounts receivable, accounts payable, payroll, tax reports, and financial statements.
Director of Government Affairs
Justen Rainey is a full time lobbyist and political strategist for Public Affairs Counsel. Prior to joining Public Affairs Counsel in 2012, Justen served as the Legislative Director for Oregon House of Representatives Co-Speaker Bruce Hanna. Justen held a similar legislative position with the Oregon Senate Republican office. Rainey began his professional career in 2001, where he spent 7 years as an aide to U.S. Congressman Greg Walden in his Washington D.C. office and Bend office.
J.L. Wilson comes with a 20-year history in public affairs and lobbying as past Executive Director of NFIB/Oregon and past Senior Vice President of Government Affairs at Associated Oregon Industries. Wilson has been a full-time lobbyist representing primarily business interests since 2000. Prior to that, he served as Legislative Director for two Speakers of the Oregon House.
